2026-07-08 CccSun Editorial

Being placed in tax abnormality status severely impacts invoice issuance, export tax refunds, bidding, and other business activities. Prompt removal of abnormality and repair of tax credit are essential tasks for enterprises.

1. Common Causes of Abnormality

Primary causes include: failure to file taxes on time, persistent zero-filing, loss of contact (registered address or legal representative unreachable), tax arrears, invoice irregularities (false invoicing, out of control invoices), and discrepancies between tax registration information and actual operations. Once listed as abnormal, the system automatically locks invoice issuance and collection functions.

2. Removal Process

Enterprises must first identify the cause of abnormality and take targeted corrective action: file overdue returns, pay overdue taxes and late fees, change registered address, cooperate with tax authority verification, etc. After remediation, apply to the competent tax authority for abnormality removal; the authority will restore normal status upon verification. Address abnormalities require proof of actual business premises.

3. Tax Credit Repair

Enterprise taxpayers under tax credit management who meet conditions may apply for tax credit repair to the competent tax authority within the prescribed period. Repairable situations include: overdue tax filing that has been subsequently completed, overdue tax payment that has been subsequently settled, and abnormal taxpayer status that has been removed. Credit rating is adjusted accordingly after repair.

4. Impact and Prevention

Tax abnormality results in: inability to issue or collect invoices, suspension of export tax refunds, tax credit rating downgrade, implicate of affiliated enterprises of the legal representative, and adverse impact on bank loans and bidding. Enterprises are advised to establish a regular tax health check mechanism to ensure timely filing, valid addresses, and open communication channels.
