2026 Social Security Contribution Base Adjustment and Enterprise Compliance Filing Guide

Social security contribution bases are adjusted annually, directly affecting enterprise labor costs and employee social security benefits. In 2026, various regions have announced new upper and lower contribution base limits, and enterprises must complete base filing on time.

1. Base Determination Rules

The social security contribution base is determined based on the employee's average monthly wage in the previous year. The upper limit is 300% of the provincial average monthly wage of fully-caliber urban unit employees in the previous year, and the lower limit is 60%. New employees use their first-month wage as the contribution base. Around July each year, regions announce new bases and implement reconciliation for the difference.

2. Five-Insurance Consolidated Collection

Five social insurance contributions—basic pension insurance, basic medical insurance, unemployment insurance, work injury insurance, and maternity insurance—are now uniformly collected by tax authorities. Enterprises file and pay social security contributions through the electronic tax bureau, with payment data shared in real time with human resources and social security and medical insurance departments.

3. Filing Considerations

Enterprises must truthfully declare total employee wages and must not suppress the contribution base by splitting wages or substituting reimbursements for wages. Errors in base filing may be corrected within the prescribed period. If filing is not completed on time, the social security agency will tentatively set the amount payable at 110% of the previous month's contribution.

4. Compliance Risks

Since social security collection was transferred to tax authorities, tax authorities can cross-reference IIT filing data, CIT wage and salary expense data, and social security contribution data. Inconsistencies between contribution bases and IIT-declared wages may result inmake-up payment, late fees, and fines. Enterprises are advised to establish a wage-social security reconciliation mechanism.
