Dangerous goods packaging is a criticalaspect for transport safety. Non-compliant packaging may be rejected, detained, or even cause safety accidents. Export enterprises must strictly comply with UN packaging regulations.
Dangerous goods are classified into three packaging groups by hazard level: Group I (high hazard, e.g., red phosphorus, phosphorus trichloride), Group II (medium hazard, e.g., paint, alcohol), Group III (low hazard, e.g., diesel, antifreeze). The packaging group is determined by the goods' UN number and hazard characteristics, queryable in the "Dangerous Goods List."
Qualified dangerous goods packaging must bear UN markings by stamping, printing, or labeling, including: UN symbol, packaging container code (e.g., 1A1 = steel drum, 4G = fiberboard box), packaging group (X/Y/Z corresponding to Group I/II/III), relative density or maximum gross weight, hydraulic test pressure (liquids), production year, country of manufacture, manufacturer code, and inspection body code.
Packaging performance tests include: drop test (Group I 1.8m, Group II 1.2m, Group III 0.8m), stacking test (24 hours, load calculated by packaging group), airtightness test (liquid packaging, 30kPa for 5 minutes without leakage), and hydraulic test (liquid packaging, varying pressures by packaging group). Tests are conducted by customs-recognized inspection bodies, issuing "Entry-Exit Goods Packaging Performance Test Result Sheet."
Before use, dangerous goods packaging must undergo use appraisal by customs, which verifies whether the packaging matches the dangerous goods, whether sealing is correct, and whether cushions and absorbent materials are appropriate. Upon passing, a "Outbound Dangerous Goods Transport Packaging Use Appraisal Result Sheet" ("dangerous goods packaging certificate") is issued. Dangerous goods without this certificate may not be exported. Enterprises are advised to confirm UN qualifications and test reports with packaging suppliers in advance.
