Import/Export Customs Declaration Process and Commodity Classification Guide

Customs declaration is a statutoryaspect of import/export business. Accurate commodity classification and standardized declaration are key to customs clearance efficiency and compliance.

1. Export Declaration Process

β‘  Prepare documents: contract, invoice, packing list, customs declaration power of attorney, export license (if required); β‘‘ enter declaration electronic data through Single Window or QP system; β‘’ customs reviews electronic data (automated or manual); β‘£ inspection (targeted or random, ~3%–5% rate); β‘€ taxation (exports generally tax-exempt, special goods taxed); β‘₯ release, goods loaded on vessel/aircraft. Clearance typically takes 1–2 working days.

2. HS Code Classification

HS codes (commodity codes) are the basis for customs taxation, regulation, and statistics. Six general classification rules: Rule 1 (by heading text and section/chapter notes), Rule 2 (incomplete/unfinished goods/mixtures), Rule 3 (most specific description/essential character/last heading), Rule 4 (most similar), Rule 5 (containers/packaging), Rule 6 (subheading comparison). Enterprises may query classification rulings via the General Administration of Customs "Internet + Customs" or apply for advance classification rulings.

3. Declaration Elements

Each HS code corresponds to specific declaration elements, commonly including: product name, brand type, export preferential treatment status, material, type, purpose, specifications/model, GTIN, CAS number (chemicals), etc. Incomplete or inaccurate declaration elements lead to document returns. Enterprises are advised to establish a commodity declaration element database to ensure standardized and consistent declarations.

4. AEO Certification Facilitation

Authorized Economic Operator (AEO) is divided into advanced certification and general certification. Advanced certified enterprises enjoy: lower inspection rates, priority clearance, reduced or waived guarantees, clearance facilitation in AEO mutual recognition countries, and dedicated coordinators. Certification standards cover internal control, financial status, law compliance, and trade security. Enterprises with significant annual import/export volume are advised to apply for AEO certification to significantly improve clearance efficiency.
