Software copyright registration is an important means for enterprises to protect independently developed software, and a key qualification for High-tech Enterprise recognition, dual-software certification, and bidding.

1. Registration Authority

Software copyright registration is handled by the Copyright Protection Center of China. Enterprises may apply online directly or entrust an agency. Registration is not a prerequisite for obtaining copyright (copyright arises automatically upon creation), but the registration certificate is important evidence for enforcement and qualification applications.

2. Application Documentation Checklist

Required submissions: software copyright registration application form, software identification materials (first and last 30 consecutive pages of source code, 60 pages total; submit all if fewer than 60 pages), software manual (operation manual or design specification), applicant identity proof (business license copy), and power of attorney if using an agent.

3. Review Cycle and Expedited Processing

The standard processing cycle is approximately 60 working days. Expedited processing is available in tiers: 31–35 working days, 26–30, 11–15, 6–10, and within 5 working days, with fees increasing with the level of expediting. Urgent needs such as High-tech Enterprise applications should be planned in advance.

4. Registration Considerations

Source code must not contain copyright notices inconsistent with the applicant; software names should be standardized (brand + software purpose + version number); version upgrades require re-registration; multiple independent software products should be registered separately. Errors discovered after registration may be corrected via change or supplementation applications. Enterprises are advised to maintain a software asset ledger and periodically review registrable software deliverables.
